Ms Sheed said her reactions were based on previous reports that had shone a light on the issues facing farmers either side of the border.
“I'm disappointed that the report doesn't sufficiently recognise the impact on the GMID (Goulburn Murray Irrigation District) and the Murray Irrigation District, over the river, despite the reports undertaken by the Victorian Government and RMCG highlighting that we are one of the regions taking the brunt of the water reform,” she said.
“Another serious concern I have, and it's going back to not recognising the harm caused in the GMID, is it (the report) seems to accept the notion that we haven't been so badly affected.
“That is an untruth that needs a light shone on it.
“The impacts of the dairy industry are proof of these concerns."
The report also said there was little evidence of the outcomes of off-farm infrastructure programs, seemingly writing off outcomes of the Connections project, something Ms Sheed said may have been referring to future programs.
“There’s been sustainable water recovered through the (Connections) project, which is a huge investment in our community and has resulted in significant upgrades of our irrigation system.
“The report does maintain it might be harder to find off-farm projects and that may be the case going forward.”
