Rain has fallen on nine days in the Shepparton region in June, but only 32mm has been recorded.
Winter arrived with a cold snap, bringing maximums in the mid-teens or lower in the first two weeks.
The highest maximum was on June 16 when 15°C was recorded by the Bureau of Meteorology.
At Echuca, only 13mm was recorded in the first two weeks of June across six wet days. At Benalla, 56mm fell up until June 16.
