Daniel Hussein was killed during gunfire near HR Uren Reserve on Victoria Drive in Thomastown, in Melbourne's north, about 7.30pm on Sunday.
The 22-year-old, who was engaged to be married, was treated at the scene but died a short time later.
Police arrested two men, aged 19 and 20, and a woman, 19, at Deer Park in the city's west about 5.50pm on Wednesday.
The two men, both from Donnybrook in Melbourne's north, were charged with murder on Thursday after being interviewed by police.
They will face Melbourne Magistrates Court on Thursday afternoon.
The woman, from Lalor, was released without charge pending further inquiries, police said.
Police will allege the parties were known to one another and the incident was a targeted attack.
Family and loved ones rushed to the scene near Lalor United Football Club on Sunday night shortly after the incident unfolded.
Crime scene tape was taken down by detectives about 5.30am on Monday, with what were believed to be blood stains visible in the car park.
Mr Hussein's uncle Abdallah Hussein described his loss as "enormous".
"The grief is beyond words," he said.
"You were not only my nephew. You were a piece of my heart. A part of my life. A child I helped carry into this world, and someone I thought would be there until the end of mine.
"I still cannot understand that I will never see your smile again, never hear your voice, never watch you walk through that door again."
Loved ones gathered in Melbourne's northern suburbs on Wednesday to farewell the 22-year-old at a funeral before his burial.
Investigators previously said they don't believe the incident was linked to recent shootings, including one in Marigold Ave, Altona, on August 16 and another at Borrack Square shopping centre in Altona North on August 21.
