Environment Minister Tanya Plibersek said the proposal would modernise and streamline current laws which manage synthetic emissions that affect the world's ozone layer.
"Australia has a strong program to protect the ozone layer and to manage synthetic greenhouse gases and we need to keep it strong," she said.
The laws will help manage harmful chemicals such as hydrofluorocarbons (HFCs) produced by appliances like air conditioners and fridges.
Ms Plibersek said the government would continue working with the industry to reduce the use of HCFs by 85 per cent before 2036.
The proposal would also ensure Australia maintains its commitment to the Montreal Protocol, a global environmental treaty designed to protect the ozone layer.
"In 1987, 24 nations signed on (to the Montreal Protocol) and today, amazingly, every nation in the world ... are parties to this agreement," she said.
"Thanks to this global effort the ozone layer is projected to recover by the middle of the century."
She said it was important to celebrate the world's achievement to heal the ozone layer which protects the earth from the sun's ultraviolet rays.
"If people sometimes feel despair, if they begin to feel hopeless, they should remember successful global action is possible," she said.
"We have a living example of how we've achieved global cooperation."
