Peter Liddy - now aged in his 80s - was jailed 25 years ago for a series of child sex offences committed in South Australia between 1982 and 1986.
His jail term ends on June 4.
However SA Attorney-General Kyam Maher on Wednesday confirmed he had filed a Supreme Court application to keep Liddy detained indefinitely or at the very least, closely monitored after his release.
"What we're doing is everything in our power to make South Australians as safe as possible, to make sure there is the highest level of monitoring or indefinite detention for a vile monster like Peter Liddy," he said.
Liddy was jailed in 2001 for a minimum term of 18 years for sexually abusing four boys while working as a coach at Brighton Surf Life Saving Club and for offering to bribe one of the victims.
Mr Maher said Liddy had shown "no remorse whatsoever" and had refused to admit to his crimes.
"(He) abused the trust that he was given in the most horrendous of ways, as part of surf life saving, but also as a sitting magistrate," he said.
Under SA law, an offender who is found by the court to be incapable or unwilling to control their sexual instincts can be kept behind bars indefinitely to protect the community.
Liddy's previous bids to be released on parole have been rejected.
Parole Board chair Frances Nelson said the board "doesn't feel comfortable that he's still not a risk to the community".
"He victim blames, and has no empathy for his victims," she said.
Mr Maher said if the court decided not to indefinitely detain Liddy, he would seek an extended supervision order, to ensure ongoing monitoring after his sentence expired.
Liddy had maintained his innocence and "failed to show any shred of remorse for the horrific acts he committed and the lives that he forever altered", Mr Maher said.
Two medical experts would present reports to the court, which would then decide whether Liddy was capable of controlling his sexual instincts and if he should be released.
Liddy's victim-survivors had shown bravery giving evidence, resulting in convictions.
Mr Maher said victims and their families were concerned about the prospect of Liddy being set free.Â
Further sex charges against him were permanently stayed in 2011 by a District Court judge.
He ruled that Liddy could not get a fair trial, both because of the widespread publicity his case has attracted and the passage of time since the latest allegations, which date back to the 1960s and 1970s.
Those charges also involved boys who were coached by Liddy at a local surf lifesaving club.
