In addition to feedback already received, the review includes an online survey for irrigators and members of the public.
The department will also have targeted consultations with key stakeholder groups, such as irrigation networks.
Federal Water Minister Keith Pitt encouraged people to have their say on round one of this emergency drought measure, announced in November.
“Under round one of the Water for Fodder program, so far over 90 per cent of successful applicants have received their water, with the remaining farmers to have theirs by the end of March,” Mr Pitt said.
“Many applicants have already shared their ideas, so we’re keen to learn more from everyone in the community.
“We’ll be taking their suggestions into account on how we can maximise the potential of round two, and to make this water even more productive for drought-affected farmers.”
