Millions of renters will soon be spared the frustration of a no-grounds eviction under long-awaited changes taking effect on May 19.
From that date, landlords in NSW will have to provide reasons for kicking tenants out and provide longer notice periods to those on fixed contracts.
Premier Chris Minns said the move would particularly help young people living in Sydney by bringing more balance to the rental market.
The harbour city's housing market is among the least affordable in the world.
"It's also incredibly important for the economy," Mr Minns said on Tuesday.
"I have not run into a small business owner in NSW that hasn't spoken passionately to me about the difficulty of getting employees for their business.
"The leading reason for that, from the productivity commissioner down, is a lack of housing for young people."
NSW will join ACT and South Australia in banning all no-grounds evictions, while Victoria only allows the action at the end of a first fixed-term contract.
Queensland and Tasmania require reasons to end periodic tenancies.
NSW's 2.3 million renters will also have an easier time owning a pet with landlords refusing an application forced to give reasons.
Those reasons - such as a dog being unsuitable for the rental property - can then be challenged in a tribunal.
The government would expect the tribunal to back landlords who said renters could have a dog in the backyard only, Mr Minns said.
"What this does not do is give a carte blanche opening (to pets) as some of the advocates were demanding of the government," he said.
The reforms will be followed by stronger privacy protections for renters and the introduction of a portable rental bond scheme later in 2025, once a new IT system is in place.
Background check charges and multiple rent increases in a year were also brought to an end in October.
NSW Fair Trading on Monday said it had ensured more than 2300 rental applicants received refunds for background check charges collected since October.
It also boasted of crackdowns on dodgy real estate agents, including those cashing out tenants' rental bonds or diverting rent payments to their own pocket.
One agent who claimed $50,000 worth of rental bonds and dipped into agency trust accounts received a 15-month suspended jail term, a community service order and was ordered to pay $80,000 in compensation.
